The U.S. features the largest and most sophisticated carceral state the world has ever seen — jailing 2.3M people, with an additional 820,000 on parole and a staggering 3.8M on probation.

In response to growing concern over the impacts of mass incarceration, lawmakers are seeking ways to lower the prison and jail population. Technology is being relied upon as a solution towards decarceration through the increased adoption of devices like electronic monitors and risk assessment software. Laws and practices aimed at decreasing mass incarceration should ensure these technologies don’t replicate the racial bias and discrimination already inherent in the criminal justice system.
